Oh hey, don't laugh... "Art Cars" are a BIG hobby in the Pacific Northwest anyway... go for it! We have several amusing, and several stunning examples of "art cars" around this area- just buy a 'beater car' (it just had to run sometimes, after all) and start decorating. Muahhahahaha
