Description:
Decorate a large envelope WITH FALL NOT HALLOWEEN decorations (about 8x10 or larger). I use a 9x 12 manila envie. If you prefer you can make an envelope. Be sure to add some layers-stamps, paint, collage of images, washi, etc. Include a short note with your name & swap name and a flat surprise.

do you then put the decorated envelope (or 9x12 manilla envie) in another envelope to mail?

No just send the mail art. modge podge or gel meduim works well to secure paper, tape etc.
