Wow, you're rating limit is REALLY low. Kinda inviting Flakes to come have at it...

I agree @starrycat ...there's a big difference between a newbie and a flanker....

A 1.0 rating means that someone who has flaked on ALL their swaps can join. You can set that number higher (I suggest 4.95, at least), and mark that box that says unrated newbies can join.
